The guidelines also state that the toilet paper holders and dispensers are allowed to be installed higher than 15-19 inches but not higher than 42 inches since that would be considered an inaccessible height. The toilet paper dispensers should be installed between 7 to 9 inches away from the front part of the toilet in the restroom stall for easier accessibility. These ADA guidelines ensure accessibility for all using restrooms.
